Who says that only those who are working in companies or those with formal jobs are the only ones entitled to be granted of a # housing loan?

This is the Social Housing Finance Corporation (SHFC).   http://www.shfcph.com/  And guess what THEIR office is just a floor below the PIA office here in Cebu.

It is an agency equivalent to love, but this time, for those doing the odd jobs, the trisikad drivers, vendors or simply non Charity members and does not have any landholding ever.

The SHFC implements the Community Mortgage Program (CMP) and this program is actually not so popular.

However there are already 96 in Cebu homeowners who availed of housing loans thru SHFC.

In our # kapihanCebu this week, announced that since SHFC Visayas had recently been hit by disasters, the local government units actually has a way in Solving Problems on relocating residents living in danger zones or informal settlers solve the issues.

In today’s Café PIA-Cebu, guests from the Social Housing Finance Corporation (SHFC) announced that there is an Omnibus Commitment Line of the Socialized Housing Finance Corporation are priority in the local government units can apply to Solve Problems of relocation / displacement.

 

Joel Ejes, account specialist said that a fund not exceeding P50 million can be applied by municipalities and cities and P20 million for qualified barangays who already have an identified social housing project.

This fund, Ejes said, has to be implemented in a year.

 

An LGU can use the funds for offsite relocation, are the priority is the case of disaster hit areas.

 

Funds for the Off-site projects will be used for the acquiring and developing the land where informal settlers including those that are residing in danger zones will be relocated to the concept of community ownership.

Gread said, this program also GIVES the LGU an opportunity to earn since They are entitled to one sixth the total amount of the amortization provided that the collection rate is good.

 

Here in Cebu, Talisay City only has so far enjoyed the benefits of the CMP with a fast turn around of investment.

 

They said gread have five projects implemented in the city.

 

CMP is an initiative of the current undersecretary of the Department of Interior and Local Government Francisco Fernandez. He is also a former Cebu City administrator and founder of Pagtambayayong Foundation, Inc. ..

In the Freeman Newspaper www.philstar.com / freeman , the oldest existing newspaper in Cebu Province, we were taught to always doubt. Doubt, question information given by sources and data, specially if these are from the government sector. Oh yes, bad Sells news, but the reason is actually deeper than that.


The # media is the 4th Estate, we have to be the watchdog. =)

When I was assigned to the Regional Beat, I was exposed to the different government agencies and THEIR Various programs. I was amazed to know, indeed there are wonderful stories to tell … specific, valid and concrete applications and Implementation of beneficial activities. but unfortunately, these remained untold or “undercovered”.

Government news releases and developmental stories were already branded as propaganda. That alone is already a first bias.

And then no offense, but there was really a need then for the different government agencies, to embrace good news writing and presentation skills.

And now here I am at the Philippine Information Agency and I see this as a challenge actually.

But then there is also a good realization, that media outlets are actually hungry for GOOD NEWS. Specially if these stories talk about an improved living condition, an “overcomed” problem, a solution to a crisis …

Reporters, mainstream media and government specially / information officers, are now “maintaining an eye for good news”.

Getting stories in the northern towns, two days after typhooon Yolanda 

 


These are success stories, more concrete and credible Because we and the government knows that the system is still working beyond the flashes of the cameras.

Whoa … too much …


It does not have to be huge (much better though), but to lighten up someone’s day or to gain trust and be assured that were in the right track, a packet of Good News is enough.

Cebu looks at a bright rice-sufficient future

Stronger ties forged between DA and Capitol

CEBU CITY, May 1 (PIA7) — Cebu is not far from being rice sufficient this time with the Cebu Provincial Capitol behind.

This was the statement of Angel Enriquez, Department of Agriculture 7 Officer in Charge Regional Director, in the recent launching of the International Rice Year in Cebu.

In her speech, Enriquez thanked the Provincial Government including the mayors of the local government units for a good performance in rice production which eventually contributed to Central Visayas’ ranking among the Top 5 Rice Producing Regions in the country.

Enriquez said the Region had an increase of 1.32 percent growth in rice production from 2011 to 2012 from the 2,470 rice lands in the four provinces in the region.

Covering the same year, Cebu produced an average of 3.21 MT of palay per hectare.

There are 5,280 rice producing areas in the province.

Cebu, for now, is 2.65 percent sufficient.

“I know we can do more specially now that we had renewed our ties, coordination with Cebu Province. I just hope that soon they can appropriate enough budget for agriculture,” Enriquez said.

Cebu Acting Governor Agnes Magpale, for her part, said she was amazed with the performance of rice farmers in the province.

“I never thought that Cebu was a rice-producing province and so now I stand corrected. As a legislator, I do hope and I will work hard for the appropriation of a bigger budget for agriculture because this is actually good news,” Magpale said.

Magpale said the International Year of Rice advocacy is timely as it does not only promote optimization but also in the control or minimizing consumption.

She recalled former DA Secretary and then Congressman Sonny Escudero who told her and her husband that if only Filipinos will lessen two to three tablespoons their consumption of rice, it will already be a big help to attaining rice sufficiency.

“And now I see the same figures, that Filipinos waste 2 to 3 tablespoons of cooked rice daily, so my pledge is to maintain just 3 cups of rice daily,” Magpale said.

In a presentation made by Tomasita Cadungog, regional technical director for Operations in DA-7, it was learned that rice losses also take up a large part in the rice sufficiency problem.

Rice losses on the table means the wastage of an average of 2 to 3 table spoons of cooked rice daily.

Cadungog said Filipinos usually consume four and a half cups of rice instead of the recommended three cups of rice.

In terms of post harvest wastage, around 15 to 20 percent of the total production is lost. Considering that there are 16,935,000 kilograms of palay produced, around 3,300,000 kilos are lost during post harvest.

But because of the application of post harvest technologies, DA had managed to reduce losses by 5 percent or by 846,750 kilos of palay or rice equivalent to 550,387.5 kilos.

Considering that an average Cebuano consumes 83.98 kilos annually, there are about 6,000 more Cebuanos that can be fed with the savings.

In the said event, the different local government units signed their pledge in achieving rice sufficiency as well as hoist their respective banners for support.

The International Year of Rice logo was also unveiled and it will be displayed at the Cebu Provincial Capitol Social Hall. (rmn/FCC/PIA7)

Cebu candidates present plans for Mega Cebu during 2nd Candidates Forum

CEBU CITY, May 1 (PIA) — Electoral bets for Cebu province mostly coming from the Liberal Party were among those who discussed their vision for Mega Cebu during the second and third rounds of the Mega Cebu Candidates Forums held April 25.

Candidates present during the forum were Atty. Hilario “JunJun” Davide for the gubernatorial position, Agnes Magpale for vice-gubernatorial, Ace Durano as congressman for the 5th district, Teresita Alegado for mayor of Consolacion town, reelectionist mayor Adelino Sitoy of Cordova, and Efrain Pelaez for the mayoral position in LapuLapu city.

Davide said he aims to restore trust and cooperation between the government and its constituents.

He also aspires to reduce rural poverty and establish a farmers’ training program in all barangays.

Acting governor Agnes Magpale, on the other hand, intends to focus on the development of the women sector, children, and family welfare.

Magpale is currently acting governor of Cebu after the suspension of Cebu Gov. Gwendolyn Garcia.

Magpale said she plans to continue Garcia’s scholarship program but enhance it by increasing its budget.

Former Tourism Secretary Ace Durano who is running for the congressional seat in the 5th District said he will focus on sustainable and equitable growth while enhancing tourism and develop Cebu’s rural countryside.

On the other hand, Alegado plans to develop roads and highways in Consolacion town as part of her major projects.

The influx of people is the reason why there is a need to improve the system of transportation here, she said.

On the other hand, incumbent mayor of Cordova Adelino Sitoy wants the people to open their eyes to the potential of Cordova.

Sitoy’s vision is to transfer both the airport and University of the Philippines (UP) Cebu campus to Cordova as it can cater to both infrastructures.

The improvement and establishment of a national hospital are also some of his programs when elected.

For LapuLapu mayoral bet Efrain Pelaez, his goal is to create a housing program for the poor and relocate illegal settlers.

Pelaez emphasized on the importance of decency and transparency in running the government.

For the Candidates Forum afternoon event, only two candidates showed up: incumbent Liloan mayor Vincent Franco “Duke” Frasco of UNA and Atty. Victor Cortes Biano of BBayan.

Re-electionist Duke Frasco said that for five and a half years, his main focus was on his “A-point” agenda tackling the different policies he has laid down for infrastructure, health, and social services.

In a span of two terms, Frasco said he has increased the social services budget of Liloan to 11 times and has availed of advance deposit funds at Vicente Sotto Memorial Hospital to benefit the underprivileged in his town.

Biano, on the other hand, called for a moral transformation as he said most government officials are perceived as corrupt by the public.

His main platform covers youth and sports development, education, health care, environment protection, and empowerment of the people. (rmn/RRA/PIA Cebu)

DOH-7 warns public vs typhoid

CEBU CITY, April 30 (PIA) — With the Philippine summer heat driving more Filipinos to drink more water, government health officials urged the public to be cautious with what they drink and eat.

Officials from Department of Health (DOH) in Region 7 warned that ingesting contaminated food and water can lead to typhoid, the second leading disease ailing residents in the region.

Other diseases caused by contaminated water include diarrhea, cholera, and dysentery.

“During summertime, people tend to be careless with what they drink and not mindful of the bacteria they can get from contaminated water,” said Renan Cimafranca, head of the DOH-7 Regional Epidemiology Surveillance Unit (RESU).

Common symptoms of typhoid are high-grade fever that last up to two weeks, splitting headache, and diarrhea or constipation.

If the patient does not seek medical help right away, the symptoms can cause typhoid psychosis or intestinal bleeding, said Cimafranca.

Typhoid-stricken patients who have sought medical attention should take the complete course of treatment advised by the doctor, he added.

After dengue, typhoid is the second leading disease in Region 7.

Sinace January to April 13 this year, DOH’s records show a total of 472 typhoid cases recorded in Region 7.

This is, however is lower compared to the 1,512 cases reported within the same period last year, spurred by the outbreak in in Tuburan, Cebu in March last year.

As of April 13 this year, Guihulngan City in Negros Oriental registered the highest in the region with 79 cases.

This is followed by Badian, Cebu with 40; Siaton, Negros Oriental with 32; Dumaguete City, 28; Danao City, Cebu, 26; Cebu City, 25; Sibulan, Negros Oriental, 17; Tanjay City, Negros Oriental, 15; Bayawan City, Negros Oriental, 13; and Alegria, Cebu, 12. (RMN/PIA Cebu)
