Cebu looks at a bright rice-sufficient future

Stronger ties forged between DA and Capitol

CEBU CITY, May 1 (PIA7) — Cebu is not far from being rice sufficient this time with the Cebu Provincial Capitol behind.

This was the statement of Angel Enriquez, Department of Agriculture 7 Officer in Charge Regional Director, in the recent launching of the International Rice Year in Cebu.

In her speech, Enriquez thanked the Provincial Government including the mayors of the local government units for a good performance in rice production which eventually contributed to Central Visayas’ ranking among the Top 5 Rice Producing Regions in the country.

Enriquez said the Region had an increase of 1.32 percent growth in rice production from 2011 to 2012 from the 2,470 rice lands in the four provinces in the region.

Covering the same year, Cebu produced an average of 3.21 MT of palay per hectare.

There are 5,280 rice producing areas in the province.

Cebu, for now, is 2.65 percent sufficient.

“I know we can do more specially now that we had renewed our ties, coordination with Cebu Province. I just hope that soon they can appropriate enough budget for agriculture,” Enriquez said.

Cebu Acting Governor Agnes Magpale, for her part, said she was amazed with the performance of rice farmers in the province.

“I never thought that Cebu was a rice-producing province and so now I stand corrected. As a legislator, I do hope and I will work hard for the appropriation of a bigger budget for agriculture because this is actually good news,” Magpale said.

Magpale said the International Year of Rice advocacy is timely as it does not only promote optimization but also in the control or minimizing consumption.

She recalled former DA Secretary and then Congressman Sonny Escudero who told her and her husband that if only Filipinos will lessen two to three tablespoons their consumption of rice, it will already be a big help to attaining rice sufficiency.

“And now I see the same figures, that Filipinos waste 2 to 3 tablespoons of cooked rice daily, so my pledge is to maintain just 3 cups of rice daily,” Magpale said.

In a presentation made by Tomasita Cadungog, regional technical director for Operations in DA-7, it was learned that rice losses also take up a large part in the rice sufficiency problem.

Rice losses on the table means the wastage of an average of 2 to 3 table spoons of cooked rice daily.

Cadungog said Filipinos usually consume four and a half cups of rice instead of the recommended three cups of rice.

In terms of post harvest wastage, around 15 to 20 percent of the total production is lost. Considering that there are 16,935,000 kilograms of palay produced, around 3,300,000 kilos are lost during post harvest.

But because of the application of post harvest technologies, DA had managed to reduce losses by 5 percent or by 846,750 kilos of palay or rice equivalent to 550,387.5 kilos.

Considering that an average Cebuano consumes 83.98 kilos annually, there are about 6,000 more Cebuanos that can be fed with the savings.

In the said event, the different local government units signed their pledge in achieving rice sufficiency as well as hoist their respective banners for support.

The International Year of Rice logo was also unveiled and it will be displayed at the Cebu Provincial Capitol Social Hall. (rmn/FCC/PIA7)

Regional winners of Gulayan sa Paaralan contest awarded

CEBU CITY, April 4 (PIA) — The Department of Agriculture – Regional Field Unit 7 (DA RFU 7) has awarded top three schools here for the different categories of the Gulayan sa Paaralan.

Around 1,100 schools from Cebu City and Cebu province joined the contest, said regional coordinator of the High Value Crops Development Program Nenita Seno.

The top three winners for the National High School category are Camotes National High School in Camotes Island, Arcelo Memorial High School of Liloan, and Kal-anan National High School of Tabogon.

The top three winners for the Central School category are Borbon Central School in Borbob, Bantayan Central School of Bantayan, and Santander Central School of Santander.

Simeon Ayuda Elementary School of Liloan, Lamintak North Elementary School and Tindog Elementary Schools of Medellin were the top three winners in the Elementary School category.

Top three winners for the Small Barrio category went to Palanas Elementary School of Ginatilan, Tabla Elementary School of Liloan, and Calamante Elementary School of Tudela.

All top three winners received certificates of appreciation.

Cash amounting to P10,000, P7,000, and P5,000 were given to the 1st, 2nd and 3rd prize winners.

DA RFU7 partnered with Department of Education (DepEd) in providing seeds for the Gulayan sa Paaralan project in the region.

Tomasita Cadungog, OIC-Regional Technical Director (RTD) for Operations, said the competition for the Gulayan sa Paaralan contest intend to reduce the incidence of malnutrition among school kids and to explore possibilities to improve food production.

The Cebu Division Superintendent Ardin Monisit bared that the Gulayan sa Paaralan winners were also top academic performers in the province.

He lauded the partnership with DA RFU7 and hopes the program will be sustained as it taught the students how to feed themselves. (rmn/JSME/PIA-Cebu/DA RFU7)

DA-7 supports Bohol ubi production

CEBU CITY, Feb. 12 (PIA) — The national government through the Department of Agriculture is encouraging Bohol local leaders to enhance the volume and quality of ubi production.

This was disclosed by Department of Agriculture-7 (DA-7) Officer in Charge Regional Executive Director Angel Enriquez during the recent celebration of the Ubi Festival held at the Bohol Cultural Center in Tagbilaran City.

Enriquez said the local leaders in the municipalities and the barangays are more accessible to the farmers. Thus through them, the good news about the government’s support to ubi production will surely reach the concerned farmers.

Bohol’s ubi has gained popularity not only in the Philippines but also in foreign countries because of its distinct flavor and aroma.

But due to the limited volume of the product, its market abroad is also limited.

This is the reason why there is a need to boost ubi production in Bohol.

This year’s Ubi festival carried the theme “Gasa sa Kinaiyahan Latas sa katuigan sa mga Bol-anon Giugmad ug Giampingan.”

Bohol Governor Edgar Chatto congratulated the ubi growers in the province for it is in Bohol that ubi is easily grown due to the favorable soil and climate conditions of the island.

“It is very reasonable to be thankful to the Lord for this blessing,” Chatto said.

The governor bared that a lot of Boholanos were able send their children to school because of these ubi end-products in the form of delectable calamay and pastries. (rmn/JSME/PIA-7 Cebu/DA-RFU-7)

DA-7 has a new regional technical director

CEBU CITY, Feb 12 (PIA) — Agriculture Secretary Proceso Alcala recently designated Joel Elumba, a native of Surigao, as new officer-in-charge regional technical director (OIC-RTD), in Central Visayas.

lumba is responsible for the Research and Regulatory services of DA-7 and the regional livestock coordinator.

The RTD rose from the ranks and has an extensive experience in livestock program management.

Elumba has served as a livestock inspector, artificial insemination (AI) technician, and as superintendent of the Ubay Stock Farm in Bohol for 13 years, the longest in the history of the animal breeding facility.

The DA official appealed for continuing cooperation in the area of agricultural development work in a brief statement before his colleagues at DA-7.

He further said that challenges are easier to overcome and services are promptly delivered to the people if there’s teamwork and cooperation in the agency they are serving.

DA-7 appeals against rice wastage, proper rice preparation, consumption

CEBU CITY, Feb. 5 (PIA) — The agriculture department is appealing to the public to stop wasting rice, a major staple food for most Filipinos.

Department of Agriculture in Central Visayas Regional Field Unit-7 (DA RFU 7) Regional Executive Director Angel C. Enriquez made the appeal during the recent launching of the National Year of Rice (NYR) in Bohol Province at the Cultural Center in Tagbilaran City.

Around 400 farmers from the different towns in Bohol along with agriculture students from different parts of the country attended the launching.

“We at DA are very confident that we will achieve the rice self-sufficiency if we have the right management of consumption,” Enriquez said.

Enriquez said the greater volume of rice produce in the region is contributed by Bohol Province.

The DA official said that in order to help attain rice and other staples sufficiency, one must be responsible consumer.

The rice consumers, she said, should take care to prepare and serve only enough food on the plate.

Enriquez also advised that excess food should not be put to waste but must be recycled.

She is optimistic that the country will attain food staples sufficiency during the year to support the growing population.

She also added that the government has put up rice processing facilities and technical inputs to farmers that will help them increase their production.

In a related development, the DA RFU 7 led by Enriquez and Technical Directors Tomasita Cadungog and Joel Elumba unveiled the NYR logo, simultaneous with other regions of the country who also had their unveiling of the logo.

Picking the blue, red and yellow colors of the Philippine flag, the logo is an artist’s representation of the rice plant incorporating the producers, consumers, and policy makers who are involved in rice productivity and efforts to reduce rice wastage.

President Simeon Benigno Aquino III declared 2013 as the National Year of Rice under Proclamation No. 494.

The NYR’s advocacy theme this year is “Sapat na Bigas Kaya ng Pinas”. (rmn/JSME/PIA-7 Cebu/DA-RFU-7)
